“Pankh” a unique campaign for protection, awareness, nutrition, knowledge and health of girls

No obstacles will be allowed to hamper development of daughters in the state

Chief Minister Shri Shivraj Singh Chouhan has said that PANKH is a unique campaign for the protection, awareness, nutrition, knowledge and health of girls. All obstacles in the way of development of women in Madhya Pradesh will be removed. The ‘Pankh’ campaign will be launched with full force on mission mode so that girls soar high beyond the sky. The government will ‘crush’ elements who commit crimes against women. The properties of such criminals will be destroyed. They will be punished in such a way that they will remember all their life.

Chief Minister Shri Chouhan was addressing the launching programme of “Pankh” campaign at Minto Hall on National Girl Child Day today. The Chief Minister said that many schemes have been implemented in Madhya Pradesh to help people from the time of conception of a child till after death. The objective of all the schemes is to bring a smile on the face of women. It is also the responsibility of all of us. The programme started with kanya pujan by Chief Minister Shri Chouhan. Health Minister Dr. Prabhuram Chaudhary was also present in the programme. On this occasion, the Chief Minister also congratulated a woman of Vidisha for daring to stand against the injustice of her husband and sending him to jail. In this case, the father’s conduct with his daughter was not good. Along with punishing the husband, financial assistance was also provided to the woman. The Chief Minister said that other women should also display such courage.

Chief Minister Shri Chouhan informed that soon after beginning work in public life, he has given priority to the welfare of the girl child and women. After becoming an MLA in the year 1990 and since 1991, as an MP, he had started providing support for the marriages of the girl child with the support of friends. After becoming the Chief Minister in the year 2005, he focused on the implementation of Kanyadan Yojana, Ladli Laxmi Yojana, Gaon ki Beti Yojana. It is a pleasant experience today when girls in such a large number are getting the benefits of Ladli Laxmi Yojana. Chief Minister Shri Chouhan said that the work of empowering women self-help groups in the state to make them self-reliant and providing financial benefits has also been very successful. Concrete initiatives have been taken to empower daughters by making provisions for their recruitment in the police force. In order to enable girls to fly high, we all must work together.

What is ‘Pankh’ campaign

Chief Minister Shri Chouhan said that many schemes are being run for the welfare of women in the state. These will be given momentum. The Pankh campaign launched today is a unique symbol of protection, awareness, nutrition, knowledge, health, hygiene of the girl child. Safety, health and all round development of women is to be ensured through P for Protection, A for Awareness, N for Nutrition, K for Knowledge and H for Health and Hygiene. Chief Minister Shri Chouhan said that the meaning of the Pankh campaign in Hindi is: Pavak (fire), Antariksh (Space), Neer (water), Kshitij (Horizon) and Hawa (air). This campaign will remove the disappointment of girls and women. The “Beti Bachao Beti Padhao” scheme of the Government of India helps adolescent girls in all-round development. It has been redesigned in Madhya Pradesh. The Pankh campaign is also a part of this plan, under which a calendar of activities for the next two months has been prepared.

Under the campaign, health, education and protection of adolescent girls will be ensured in collaboration with various departments at the district level. Database of adolescent girls will be prepared which will aid their development. Public representatives and non-governmental organizations will also be linked to the campaign. Promotion of birth of the girl child, The Prohibition of Child Marriage Act, POSCO Act, Promotion of Dowry Prohibition Act, generating awareness among adolescent girls and their parents for abolition of social evils, making the girls aware of their rights, improving their nutritional level, providing vocational training at the panchayat level and developing their leadership capacity are part of the campaign. The Chief Minister said that the Gaon ki Beti Yojana, Pratibha Kiran Yojana, Matru Vandana Yojna, Udita Yojana, operation of one stop centre and Lado Abhiyan are all aimed at empowering adolescent girls and women in Madhya Pradesh.

Arms license should be given to girls as well

Chief Minister Shri Chouhan said that daughters are kindness, love, affection, compassion, knowledge and bravery. The Chief Minister said that equality among men and women is very important. The Chief Minister said that he believes that daughters should be imparted training in judo-karate besides using dagger or other weapons to protect their dignity and honour. The Chief Minister said that Ladli Laxmi Yojana in the state will help in the education and marriage of girls.

Debate on raising the age of marriage

The Chief Minister said that there should be a public debate on increasing the age of marriage of girls from 18 to 21. With an increase in the level of their understanding and knowledge, they will be able to resist injustice. The Chief Minister said that there is a need for such reforms in our justice system, which does not spare people in the name of human rights, people who are actually not humans but are demons who misbehave with or abuse their own daughters. The Chief Minister said that I am in favour of putting an end to such people, they should be hanged. They should not be protected in any case. Chief Minister Shri Chouhan called upon the women not to panic, but stand against injustice.

Serving of pornographic content should stop

The Chief Minister said that the material being served on the OTT platform today is obscene, and its side effects are apparent. There is a need to stop this spread through statutory provisions. The Chief Minister said that he has resolved that people who commit criminal acts against women will not be spared. Drug mafia, which makes youth intoxicated will also not be spared. Drugs ruin life. Criminals make the children and girls addicted to drugs and make them commit inappropriate things. Many incidents that take place shake one’s inner being. Ten and 12-year-olds watch pornographic content and commit crime. Government and society should stop such cases together.

There were obstructions while launching Ladli Laxmi Yojana, today all are happy with the results

The Chief Minister said that the Gaon ki Beti Yojana, Pratibha Kiran, Kanya Vivah Yojana, formation of Shaurya Dal and women self-help groups are important medium for the empowerment of women. The Ladli Laxmi Yojana was launched in the year 2007. Today, the number of beneficiaries in the state has gone up to 37 lakhs. The Chief Minister said that when the scheme was being launched in the state, it was opposed at various levels. The issue of lack of funds was also raised. We implemented the Ladli Laxmi Yojana by cutting the amount of other works for some period. Today the positive outcome of the scheme is in front of us. In the early stages of the scheme, children whom I carried on my lap and chose as beneficiaries have reached higher secondary education level today. Many of these girls are mentally prepared today to decide the direction of their career. It is indeed a happy moment. Congratulating the Women and Child Development Department for their activities the Chief Minister Shri Chouhan hoped for the participation of the Departments of Health, Education and Home in the Pankh campaign.

Anganwadi buildings e-dedicated

In the programme, Chief Minister Shri Chouhan dedicated 501 newly constructed Anganwadi buildings in 44 districts of the state. Starting of such newly built centres is proposed in other districts also. Today, the buildings of the Anganwadi centre dedicated have been constructed at a total cost of more than Rs 39 crores at a cost of Rs 7.80 lakh per centre under the heads of MNREGA, State Planning, DMDF. The Chief Minister inaugurated 12 One Stop Sakhi Centres and interacted with the in-charge of the centres. These centres will provide shelter, legal assistance, social counseling, medical assistance and police assistance to female victims of violence. These one stop centres have been built in 12 districts of Alirajpur, Balaghat, Dhar, Dindori, Guna, Jhabua, Rewa, Shahdol, Sheopur, Sidhi, Umaria and Sehore.

Scholarship amount transferred to girls and women

In the programme, Chief Minister Shri Chouhan transferred scholarship amount of Rs 6 crore 47 lakhs to 26 thousand 99 girls of Class VI, IX and XI directly to their bank accounts under Ladli Laxmi Yojana. He transferred Rs 8 crore 98 lakh to 45 thousand 391 women under Pradhan Mantri Matru Vandana Yojana. Under the scheme, pregnant women are provided funds on their first delivery. The Chief Minister said that there will be no shortage of funds in these schemes.

Interaction with beneficiaries

Chief Minister Shri Chouhan interacted with Sushri Vidhi Shukla of Ujjain and Sushri Akanksha of Satna who availed the benefits of Ladli Laxmi Yojana. Sushri Vidhi and Sushri Akanksha are studying in Class XIth. Both the girls thanked Chief Minister Shri Chouhan and said that they have received a lot of help from this scheme. Vidhi wants to join the Indian Army while Akanksha wants to become a doctor. The Chief Minister also assured to take action on the suggestion of Akanksha to open a college in Raigaon in Satna district. He congratulated all the girls. Chief Minister Shri Chouhan also spoke to women associated with the Shaurya Dal including Sushri Ritika Kavade, Sushri Sudiksha Wasnik from Balaghat, Harda’s Sushri Saloni Rathore and Vidisha’s Sushri Kritika.

CM honours girls

In the programme, the Chief Minister called the girls on stage and honoured them. The girls were invited to the programme for kanya pujan. The Chief Minister also posed for a group photograph with them. He also released the Pankh magazine based on girl empowerment. A drama based on Ladli Laxmi Yojana was presented at the outset, depicting how women have participated in every sphere of life. The Chief Minister praised the performance and honored the participants associated with Jawahar Bal Bhavan on stage. On this occasion, the girls of Jawahar Bal Bhavan also presented the Madhya Pradesh song. Sushri Sheela Dahima sang the song “Jeene Do” written by her. Initially guests were welcomed with Tulsi plants. Principal Secretary, Women and Child Development Shri Ashok Shah informed about the Anganwadi and other schemes of the department including the Pankh campaign. The programme was conducted by Joint Director Smt. Pragya Awasthi. Director, Women and Development Smt. Swati Meena Nayak Proposed the vote of thanks. Principal Secretary Education Smt. Rashmi Arun Shami, other departmental officers and citizens were present in the programme. Agriculture Minister Shri Kamal Patel from Harda, Minister of State for AYUSH from Balaghat, Shri Ramkishore Kanwre, former Minister Shri Gaurishankar Bisen and Smt. Rekha Bisen, MLA from Satna Shri Jugal Kishore Bagdi participated in the programme.

More than 25 lakh participants from government and non-governmental organizations related to all Anganwadi centres, project offices, district offices, one stop centres, Swadhar Griha, Vasati Griha, Girls Hostels, Integrated Child Protection Scheme took part in the programme through through Weblink / All India Radio, Doordarshan.
