Chief Minister Shri Shivraj Singh Chouhan has said that the work for the multipurpose Ken-Betwa Link National Project, made in series of Nadi-Jodo Abhiyan, the vision of the former Prime Minister Late Shri Atal Bihari Vajpayee, will be started soon after removing the deadlock. The project is getting delayed due to lack of consensus on seasonal water sharing between Madhya Pradesh and Uttar Pradesh. Madhya Pradesh had agreed earlier to give 700 million cubic meter water for Rabi crops and household purposes to Uttar Pradesh from the project in the months other than rainy season and we are still ready for it today. In this regard, the stand of Madhya Pradesh will be put firmly before the Government of India, he added.

Chief Minister Shri Chouhan said that due to continuous development of irrigation facilities in the state, irrigation facility will be provided to farmers in 2 lakh hectare additional area this year than last year. The special thing is that for the first time in the state, water will be supplied to farmers in about 68 thousand hectare area for irrigation through pipeline. The Chief Minister was holding a review meeting in context to the Ken-Betwa Link Project at Mantralaya. Chief Secretary Shri Iqbal Singh Bains, Principal Secretary Water Resources Department Shri S.N. Mishra and officers concerned were present at the meeting.

Water for Irrigation through Pipeline

Chief Minister Shri Chouhan said that for the first time, water will be made available this year for irrigation through pipeline to farmers in such a big many area. Irrigation water will be supplied through pipeline to 20 thousand hectare from Mohanpura scheme of Rajgarh district, to 33 thousand hectare from Ban Sujara scheme of Tikamgarh district and 15 thousand hectare from Garoth project of Mandsaur district. Similarly, mainly in addition this year, water will made available for irrigation to 26 thousand hectare from Pench Project, Chhindwara, Seoni, to 34 thousand hectare from Bansagar and Tyonthar Project, Rewa, to 6 thousand hectare from Parsadoh Project Betul and to 6 thousand hectare area from Indoukh Project Ujjain. Likewise, water will be supplied for irrigation in additional 60 thousand hectare area this year from small projects of other districts.

Holds talks with Jal Shakti Minister

In the meeting itself, Chief Minister Shri Chouhan urged Union Jal Shakti Minister Shri Gajendra Singh Shekhawat to remove the deadlock related to the project at the earliest. In this regard, a meeting with him was proposed in the coming week.

Elections of Water Bodies will be held like before

In the meeting, it has been decided to make the election period of water bodies to 2 years as earlier in relation to the participation of farmers in irrigation management. Ordinance will be issued soon in this regard. The previous government had changed this period to 5 years.

Key points of Ken-Betwa project

  • Ken-Betwa Link Multipurpose Project was declared as a National Project by the Government of India in the year 2009 and funding base was ensured in ratio of 90:10 between the Centre and the concerned States.

  • The Project is located in Chhatarpur / Panna district of Madhya Pradesh. The entire loss to be caused in the implementation of the project like land acquisition, forest loss, loss of revenue land, availability of non-forest land for compensatory afforestation, displacement and rehabilitation of tribal families etc. is being borne by Madhya Pradesh.

  • A compiled Draft DPR of the project was prepared in October 2018 by the National Water Development Authority (First Phase + Second Phase). The total cost of the Draft DPR was estimated at about 35111.24 crore.

  • In compiled draft, usage of 930 million cubic meter water in place of 700 million cubic meter has been shown by the Madhya Pradesh Water Resources department for Uttar Pradesh for Rabi Season, whereas the water and command area of Madhya Pradesh has been reduced in Rabi season, which is not acceptable to Madhya Pradesh.

  • On 23 April 2018, a meeting, organized by the Secretary, Government of India, was attended by the Additional Chief Secretary of Madhya Pradesh and Principal Secretary of Uttar Pradesh, in which a consent was given for allocation of total of 700 million cubic meter water from the dam to Uttar Pradesh. But in the minutes of the meeting, Uttar Pradesh was allocated 788 million cubic meter water, for which Madhya Pradesh disagreed via its letter dated 24 May 2018.

  • A meeting was convened in New Delhi on 20 July 2020 under the chairmanship of Secretary, Water Resources. In the meeting, the Chief Secretary of Uttar Pradesh requested to increase the allotment demand again to 930 million cubic meter for irrigation and household purposes during the Rabi season. Secretary, Water Resources, Government of India has directed the National Water Development Authority to examine the rationality of the seasonal (November to May) water requirement by visiting the states to examine the water requirement during the Rabi season and present it at the next meeting.

  • The Chief Engineer Water Resources Department of Madhya Pradesh vide a letter dated 14 January 2020 gave consent to allocate 700 million cubic meter water from Ken System (Period: November to May) on Bariyarpur pick-up weir to Uttar Pradesh and to fill up 10 reservoirs constructed in Mahoba district of Uttar Pradesh with its allocated water as required during monsoon period (June to October).

On 22 September 2020, a meeting was held by the Union Minister, Jal Shakti Ministry, Government of India with the Minister of Water Resources of Madhya Pradesh and Uttar Pradesh through video conferencing. After discussion in the meeting, it was decided that both the states should submit their comments with full information on the Memorandum of Agreement (MOA) draft sent by the Government of India, so that the (MOA) Draft can be finalised by the Ministry of Jal Shakti.
