Chief Minister Shri Shivraj Singh Chouhan has said that a significant decision has been taken by the State Cabinet on Nazul land after 50 years, due to which now the permanent patta holders of residential Nazul land will be able to get the land ownership rights and the temporary patta holders will get permanent land pattas. They will be able to get their land transferred and also take a loan against it from the bank. They will become the owners of the land. Chief Minister Shri Chouhan said that the Revenue Department had been working on this since a long time. He congratulated everyone concerned, including the Revenue Department for this historic and pro-people decision.

Committee can take decision on procedural provisions

Chief Minister Shri Chouhan said that the committee being constituted under the chairmanship of the Chief Secretary will be authorized for the decision regarding the procedural provisions of “Madhya Pradesh Nazul Bhoomi Nivartan Nirdesh 2020”, which will help in avoiding procedural delays in following the instructions.

New definition of Nazul land

According to the new definition of Nazul land, now all the Nazul lands will be government land and the government will be able to give ownership rights of the land to those who have been allotted these lands in the past. With a clear definition of Nazul land, now legal and other action against land mafias will be easy.

“Integrated” and updated collection

Presently, various provisions regarding Nazul land in the Revenue Book Circular have been compiled at various places, the number of which is in hundreds. After consolidating all the provisions and adding some new provisions, an integrated and updated compilation has been issued in the form of “Madhya Pradesh Nazul Bhoomi Nivartan Nirdesh 2020”.

Land to charitable institutions at concessional rates

According to provisions, land can be given to charitable institutions at concessional rates. Land up to 10 acres can be given to cow sheds at an annual license fee of Re. 01. Permanent rights of land will also be given for agricultural purposes.

Madhya Pradesh Nazul Bhoomi Nivartan Nirdesh 2020 - New Provisions

1. The definition of Nazul land has been made extensive and information of all the Nazul land will also be displayed on the website in the name of Land Bank.

2. Withdrawal of landownership rights through auction (through the process of e-auction).

3. Provision of license for installation of conveyor belt or rope trolley and license for gaushalas along with bridge-culvert.

4. Provision for constitution of three-level committees, viz., district, division and state level for the disposal of government land.

5. Provision for constitution of land management authority for selection and auction of government land of large area.

6. Doubling of the prescribed rate of Madhya Pradesh Land Revenue Code (Assessment and Reassessment of Land Revenue) 2018, which is usually fixed at 5 percent or 7.5 percent of the rent, which will be lower than the previously payable land rent.

7. Provision for temporary pattas to be abolished and conversion of previously released pattas into permanent.

8. Provision for conversion by permanent patta holders of residential land to ownership rights of their pattas.

Landowners will be able to get permanent pattas in urban areas

Chief Minister Shri Chouhan said that as per the important decision taken by the Cabinet, all the government landholders (occupants of the plots) located in the urban areas, who have been in uninterrupted possession of the plot since 31st December, 2014 or before, should be provided with permanent patta of the said plot. After identifying them, they will be given a permanent patta for 30 years by taking the prescribed feesand land rent. For this, they have to apply online. Action will be taken to give the pattas after completion of the investigation as per the prescribed procedure by the Collector. By getting ownership of the land plot, they will be able to get loan from the bank for its better use and can also transfer the land plot. This system will prove to be a boon for such individuals. At the same time, the state government will also get revenue income in the form of fees and land rent.
