Chief Minister Shri Shivraj Singh Chouhan has said that the Agriculture Bill passed in the Parliament is an important step towards doubling the income of farmers while ensuring their welfare. By starting the P.M. Kisan Samman Nidhi along with the Mukhya Mantri Kisan Kalyan Yojana for the small farmers, the Madhya Pradesh government will do the work of supporting them by giving them Rs 10 thousand annually. The central government helps small farmers by giving three installments of Rs. 2000 that is Rs 6000 per year. Now the state government will provide an additional amount of Rs 4000 and benefit the farmer. Chief Minister Shri Chouhan gave this information while speaking to farmers in the programme “Kisanon ki baat-Mukhya Mantri ke saath” broadcast from AIR Bhopal this evening. The programme was telecast in all centres of All India Radio.

Chief Minister Shri Chouhan said that Farmers' Produce Trade and Commerce (Promotion and Facilitation) Bill, 2020, Farmers (Empowerment and Protection) Agreement on Price Assurance and Farm Services Bill, 2020 are strong provisions to fix beneficial prices of produce for farmers before sowing, by any means through trade of products, agriculture agreement and to ensure that farmers benefit from the price increase in the event of a fall in production.

Chief Minister Shri Chouhan said that he thanks Prime Minister Shri Modi for these provisions for the welfare of farmers. Some people are spreading confusion regarding these provisions. The reality is that agricultural bills ensure benefits to farmers. Work of granting agricultural loans without interest to farmers, giving them the benefit of Kisan Credit Cards and crop insurance was done in Madhya Pradesh. A premium amount of Rs 3100 crores first and Rs 4600 crores later was given. Farmers whose crops have been damaged, will be given relief funds.

Chief Minister Shri Chouhan said that the provision of Agriculture Bill, will strengthen the farmers. In case of agreement, the agreement will be only for the crop. The land will remain with the farmer. No one can challenge his ownership. Chief Minister Shri Chouhan said that the farmer should have the freedom to sell his crop anywhere. By connecting exporters directly with the farmers in the agricultural bill they have been given a great facility. Agreement can also be made at the time of sowing the crop.

Chief Minister Shri Chouhan interacted with the farmers in the AIR programme and also answered their queries.

Question 1- Smt. Sadhana Patel Village Khaira (Jabalpur) - Why did we require the Agriculture Bill passed in the Parliament?

Answer by CM- Prime Minister Shri Modi is concerned about doubling the income of farmers. He is farmer friendly. The produce is auctioned in the Mandi. If the farmer gives vegetables, he has to pay commission also. The new agricultural bill allows the trader to buy the crop from the farmers house. He can also buy from the field. If the farmer is not satisfied with the price, he has the right to sell the crop through other means. The farmer has been given a choice. This will also save him from the hassles of commuting.

Question 2- Shri Krishna Katare, Kalyanpura village (Bhind) – How will this Agriculture Bill benefit the farmers?

Answer by CM – The Agriculture Bill is full of benefits. There is nothing to lose. This bill provides facility to the farmer. You can be completely relaxed.

Question 3- Shri Ramjivan Meena, Shahpur village (Bhopal) - There are speculations in the village, that the mandis will be closed down with the introduction of this bill. Is this right?

Answer by CM - Meena ji the Krishi Upaj Mandi will not be closed. Be assured. We will improve the infrastructure. Arrangements will be made more precise. No one will remain unemployed. Farmers will get maximum facility through one license. Security Fund will definitely be deposited. The farmer will also receive payment immediately. Those who work against the farmers by going against the provisions will be punished.

Question 4 – Shri Kishore Dangi, Bolia village (Mandsaur) - Will the farmers not be able to sell their produce at minimum support price to the mandis after the bill is introduced?

Answer by CM - Procurement will continue at minimum support price. Let me tell all of you that this system will remain the same. The central government has announced the support price for wheat only yesterday. Wheat will be purchased for Rs 1975 instead of Rs 1925 per quintal, Paddy for Rs1868 instead of Rs 1815, Lentil for Rs 5100 instead of Rs 4800, Urad for Rs 6000 instead of Rs 5700. The support price for other crops has also increased. These include moong for Rs 7196 in place of Rs 7050, Arhar for Rs 6000 in place of Rs 5800, Mustard for Rs 4650 in place of Rs 4425, Gram for Rs 5100 in place of Rs 4850, Groundnut for Rs 5275 in place of Rs 5090 and Maize for Rs 1850 in place of Rs 1760 per quintal.

Question 5 - Shri Ramakant Kushwaha, Rehra village (Rewa) – Mukhya Mantri ji, will the farmers not get the right price for food grain through this bill? And will there be problems in paying for the produce to the farmer?

Answer by CM - The laws that have been enacted will provide the right price to the farmer. If the farmer is sitting at home or being present on the field and giving crops, he will get this facility. Adequate provisions have been made for the price of the produce. All these arrangements have been made to give the farmer the right price for their produce.

Question 6 – Shri Harinarayan Parmar, Kusmania village (Dewas) – Bhaisaheb, some people are spreading among the farmers that this bill will not benefit farmers instead big companies associated with farming will benefit from it. There will be disputes also. Is this the truth?

Answer by CM- We want to tell the farmer that he will not have to face any controversy. He will not have to visit courts. If at all there is a dispute, it can be resolved at the local level. The farmers want that the farmer will get more rate if the rate at which he makes a deal to sell the crop exceeds that rate. But if there is a situation in the market to take crop at less than the deal amount, then the farmer will not be forced to give it at a lower price. Many times it happens that the prices in the market fall. But the farmer will get full price. The farmers’ interest has been given priority and adequate security has been provided for it. Farmers will save freight charges if they do not have to transport the crops. Payment will be made through RTGS in three days FPOs will also be able to make deals.

Question 7 – Shri Shivdayal Patel, Ganj village - (Chhatarpur) - Bhaisaheb, will the small farmers who do farming through sharecropping not have any problem due to this bill?

Answer by CM - Shivdayal ji you should not worry. You will not be harmed. Sharecroppers will also not face loss. As many as 10,000 Farmer Producer Groups (FPOs) are being constituted in the country. These groups will work to provide fair prices to the farmers in the market.
