Prime Minister Shri Narendra Modi has said that Madhya Pradesh has done excellent work for the welfare of street vendors in a very short time. Other states can take inspiration from this work done under the PM Swanidhi Yojana. On this occasion, Prime Minister Shri Modi declared that another scheme is also being considered for the welfare of street vendors which will be started soon. He also called on small traders to expand their business manifold through digital transaction. Prime Minister Shri Modi congratulated Chief Minister Shri Chouhan for the good work done during lockdown and achievements of Madhya Pradesh. Prime Minister Shri Modi said that hats off for the success of PM Swanidhi Yojana in Madhya Pradesh which is a reflection of the strength of labour. The work of giving identity cards and other benefits to more than one lakh street vendors of Madhya Pradesh is commendable. This relief provided to the poor has proved to be a boon at the time of the pandemic. Chief Minister Shri Chouhan has given a target of benefiting five lakh beneficiaries under the scheme to the Urban Development and Housing Department.

Poor did not visit bank for fear of paper work, digital revolution has made things easy

In his address, Prime Minister Shri Modi said that planned efforts will continue for the welfare of the poor. Efforts have been made to provide financial assistance to the poor by removing them from the clutches of moneylenders. Earlier, the poor would not even go to the banks for fear of paperwork. Total assistance was provided to the needy persons, be it the transfer of Rs 94 thousand crores from the Pradhan Mantri Kisan Samman Nidhi or the work of depositing Rs 31 thousand crores in the account of 20 crore women during the Corona period. Prime Minister Shri Modi said that now villages will also be connected to the online market through banking system. In the next one thousand days, work will be done to increase maximum use of optical fibre, which will be a kind of digital revolution. Beneficiaries will also get Health ID from Digital Health Mission. The work of appointment and checkup by the doctor will also be done through this process. Prime Minister Shri Modi said that the system of One Nation-One Ration Card has also been implemented. People will be able to buy ration and use their right from anywhere in the country. With the help of digital revolution, the achievement of Madhya Pradesh in the PM Swanidhi Yojana is commendable. Other states should follow the example of Madhya Pradesh.

Before his address, Prime Minister Shri Modi also spoke to the beneficiaries of Madhya Pradesh under PM Swanidhi Yojana. Chief Minister Shri Shivraj Singh Chouhan along with Union Minister of State (Independent Charge) for Housing and Urban Welfare, Shri Hardeep Singh Puri, Madhya Pradesh Urban Development and Housing Minister Shri Bhupendra Singh, Secretary Ministry of Urban Development, Shri Durgashankar Mishra, Madhya Pradesh Chief Secretary Shri Iqbal Singh Bains and other officials were present in the virtual programme.

Prime Minister Shri Modi said that the discussion with the beneficiaries of Madhya Pradesh under the Pradhan Mantri Swanidhi Yojana displayed their confidence. This is the biggest success of the scheme. The beneficiaries move ahead with the scheme, their business should flourish, for this the government will extend maximum cooperation. Prime Minister Shri Modi said that the pandemic of Corona has brought with it many disasters. We all have witnessed this crisis. The poor had to return to their villages. Relief was also provided through the Pradhan Mantri Garib Kalyan Abhiyan to remove the problems of the poor.

The Shivraj government extended help to every needy person in Madhya Pradesh. Hawkers, forming a large part, kept delivering goods to people trapped in homes during the lockdown. The government linked these street food vendors and other hawkers to the network under the Swanidhi Yojana. Arrangements were made to provide them capital through an easy process to save them from trouble. Now an attempt will be made to connect them completely with online services as well. Prime Minister Shri Modi said that in this crisis our technology helped in implementing the scheme. The process of providing loans to the beneficiaries is done after the application is made at the common service centre or bank branch. There is also a provision to give a cash prize of Rs. 1200 to the beneficiary on digital transactions. Arrangements have been made to give twice as much loan to the beneficiary in the event of timely repayment of the loan with a total interest subsidy of seven percent.

Emphasis on providing basic amenities to hawkers

Prime Minister Shri Modi said that the scheme will be implemented to ensure electricity facility, benefits of Ayushman Yojana, Ujjwala Yojana, benefit of insurance scheme on payment of Rs one per month and housing construction to the hawkers. The process of starting this scheme is in progress. Prime Minister Shri Modi said that work has been done in the last six years towards the planned development of the poor in the country. Constant work has been done to ensure that the schemes of the government become the strength of the poor.

Beneficiaries should take care of these points

During the Swanidhi Samvad, Prime Minister Shri Modi called on the street vendors to take full care of themselves and their customers until the Corona vaccine arrives. Use of masks, cleaning of hands, maintaining distance must be ensured. No compromise should be made in these things. Prime Minister Shri Modi said that single use plastic should not be used. There should be complete hygiene in the work site.

Prime Minister Shri Modi gives self-reliance mantra, relief to people during Corona period

Extending greetings to Prime Minister Shri Modi, Chief Minister Shri Shivraj Singh Chouhan said that our Prime Minister who is a global leader who spends every minute of his life in efforts has done the work of finding a way out of Corona crisis. Through his efforts, Rs one lakh 75 thousand crore was provided to 130 crore people of the country in the poor welfare relief package, food was delivered to 80 crore people with the resolve to ensure that no poor goes hungry. He also selected 24 districts of Madhya Pradesh where people were more needy. Chief Minister Shri Chouhan said that the mantra of employment and self-reliance under MNREGA gave relief to the common man. Those who lost their livelihood during the lockdown period received direct assistance. Those who took loans at a high rate of interest from the market used to get tired of paying the pathani interest. They could not save anything. Chief Minister Shri Chouhan said that in the PM Swanidhi Yojana started from June 2020, the Government of India provides working capital with the provision of 7 percent interest. With this, the scheme has proved to be a boon for small street vendors. In Madhya Pradesh, 8 lakh 78 thousand registrations were done through the portal in just three weeks. After physical verification, out of four and a half lakh eligible street vendors, identity cards and vendor certificates were issued to four lakh vendors. As many as 2.55 lakh applications have been presented before banks, out of which 1.56 lakh applications have been granted approval. Money is reaching the accounts of the beneficiaries. It may be noted that UPI-ID and QR code has been provided to connect each beneficiary to digital transaction. Be it the owner of paan shop, chaat peanut seller, puncture maker, cobbler, barber or broom seller will now be connected to digital transactions. Underlining the importance of digital transactions, Chief Minister Shri Chouhan called upon the beneficiaries of the scheme to begin their business with these lines – “Samay visham hai, dagar kathin hai, jana bhi us paar hai, chhod chalo yeh reet purani, raah nayi taiyyar hai....”

PM Shri Modi holds informal talk with MP beneficiaries, lauds street vendors

At the outset of the Swanidhi Samvad, Prime Minister Shri Modi welcomed Chief Minister Shri Chouhan. Shri Modi first spoke to Shri Chhagan Lal Verma, the beneficiary of PM Swanidhi Yojana from Sanver of Indore district. Shri Chhaganlal sells brooms. Prime Minister Shri Modi discussed about the raw material used for making brooms and the benefits being received by Shri Chhaganlal. The beneficiary Shri Chhaganlal told that he has to buy khajoor leaves from the farmers and iron wire, nylon and pipes etc. from the market required in making the broom. Prime Minister Shri Modi suggested Shri Chhaganlal that he can get more benefit by using the old good condition broom pipes to make new brooms. Prime Minister Shri Modi also sought information from Shri Chaganlal about the benefits being received from other schemes. He also spoke to Smt. Archana Sharma of Gwalior. The Sharma family, who run a Pani Puri handcart, said that they got a loan of Rs ten thousand easily. Prime Minister Shri Modi asked Smt. Sharma how she got information about the scheme, to which she replied that she got information about PM Swanidhi Scheme from people engaged in small time business. Prime Minister Shri Modi also spoke Smt. Archana’s ailing husband Shri Rajendra Sharma and wished him speedy recovery. Prime Minister Shri Modi said that you have handled your small business with so much courage which is a source of inspiration for the society. Prime Minister Shri Modi also held a discussion with Shri Dalchand Kushwaha, a PM Swanidhi Yojana beneficiary related to sale of organic vegetables in Sanchi, Raisen district. Prime Minister Shri Modi told Shri Kushwaha that you are young, but have immense courage. You must run your business in a big way. You will get full support. Prime Minister Shri Modi openly praised the use of QR code by Shri Kushwaha at a small shop and said that many big businessmen are not able to do business with such confidence. Prime Minister Shri Modi extended greetings and best wishes to these beneficiaries.

Now the challenge of a bigger goal must be accepted: CM Shri Chouhan

After the virtual programme, Chief Minister Shri Chouhan asked the officials to complete the target of providing benefits to five lakh street vendor beneficiaries under PM Swanidhi Yojana. The work of identifying street vendors has been done on a large scale in Madhya Pradesh. The process of benefiting the applicants who have not yet received loan, should be paced up. By accepting the challenge of the bigger goal, maximum hawkers should be benefited from the scheme. Chief Minister Shri Chouhan said that Prime Minister Shri Modi has praised the excellent implementation of this scheme. The Government of Madhya Pradesh will endeavour to ensure that the scheme acquires new dimensions of success.

Swanidhi Samvad programme watched extensively

Prime Minister Shri Modi’s address in the Swanidhi Samvad today was heard at nearly 345 places in Madhya Pradesh. Along with this, arrangements for its live broadcast on all platforms of electronic media and social media were made to ensure that the citizens become aware of the scheme. Regional TV channels delivered the broadcast to nearly two crore viewers and listeners. About 20 lakh people in the state were also witness to the informal talk of the Prime Minister Shri Modi with beneficiaries through webcast. The virtual programme was conducted by Principal Secretary, Urban Development and Housing Shri Nitesh Vyas.
