Prisoners sent to jail in judicial custody should undergo Corona test

Health and Jail department jointly issue instructions

A court order has been issued which states that prisoners should be sent to jail in judicial custody only after conducting their Corona test. In compliance with the above order, Additional Chief Secretary of Health Department Shri Mohammad Suleman and Additional Chief Secretary of Jail Department Dr. Rajesh Rajoura jointly wrote a letter to the Collector, Superintendent of Police, Chief Medical and Health Officer, Civil Surgeon and all Jail Superintendents instructing them to ensure compliance with the order.

In view of the spread of Corona infection and increase in the number of detainees in jails, 14 temporary jails have been set up in the state. New inmates are being accommodated in these temporary jails. In the remaining jails, new inmates are directly entering the main prison. At present, there is a provision of temporary and main prison in the state. Instructions have been given to ensure arrangements in these jails in view of Corona infection. All the detainees at the district headquarters in the temporary and main prisons will be given admission into the temporary jail by the police only after RTPCR or Antigen test. If the detainee’s report is positive they will be sent to the Covid-19 centre for treatment in police custody. If the detainee’s report is negative, they will be kept for 14 days in quarantine barrack of the main prison. If any of the detainees in the quarantine barrack show signs of Covid-19, they will have to undergo RTPCR again. If found positive, he will be sent for treatment, and if found negative, he will be kept for 14 days in the quarantine barrack of the main prison.

In order to ensure arrangements in the main prison, the detainees will be shifted from the temporary prison to the original prison their stay for 14 days in the quarantine barrack. All detainees in the main prison will also be screened daily. They will be tested if symptoms appear in the screening. If the report is positive, the detainee will be sent to the District Covid-9 treatment centre under police custody. In case the report is negative, they will be kept for 14 days in the quarantine barrack in the main prison.

The order also states that in order to protect the jails from mass infection, it is necessary for the officers of the jail, police and health department to work with a sense of coordination and collective responsibility. The concerned officials have been asked to ensure strict adherence to the above instructions.
