Chief Minister Shri Shivraj Singh Chouhan hoisted the flag at the state-level Independence Day celebrations held at Motilal Nehru Stadium, Lal Parade Ground premises in Bhopal. On this occasion, Shri Chouhan extended greetings of Independence Day to the people of the state. Chief Minister Shri Chouhan inspected the parade of contingents of Women Special Armed Forces, District Forces, Government Railway Police, Special Arms Force Hawk Force, S.T.F., Nagar Sena, Jail Department and Police Band. Smt. Sadhana Singh, wife of Chief Minister Shri Chouhan, State Cabinet members, Chief Secretary Shri Iqbal Singh Bains, Director General of Police Shri Vivek Johri etc. were present on the occasion.

The Chief Minister’s address began with the slogan of Bharat Mata Ki Jai by Chief Minister Shri Chouhan and all those present. Remembering the sacrifices of the freedom fighters, Chief Minister Shri Chouhan said that the statue of Bharat Mata has been installed today at the Shaurya Smarak built in Bhopal in honour of those who have sacrificed their lives for the country. It will inspire everyone to be brave, courageous and love the nation. Every citizen should visit Shaurya Smarak of Bhopal and see the statue installed here.

Chief Minister Shri Chouhan recalled former Prime Minister Shri Atal Bihari Vajpayee and quoted his statement that “The land of India is not just a piece of land. It is a living Nation. The Himalayas are its brain. Kashmir is the (kirit) crown. Gaurishankar is its (shikha) crest. Punjab and Bengal are its two arms. Delhi is its heart. Vindhyachal is waist (kati). Narmada is its Kardhani. The Eastern Ghats and the Western Ghats are huge thighs. Kanyakumari is its claws. The ocean are its feet. The dark clouds of Pavas are dark-black hair. The Sun and Moon perform its aarti. This is a land of heroes. This is the land of tarpan. This is the land of (arpan) dedication. Each of its pebble is Shankar. Each of its drop of water is Gangajal. We will live for it, we will die for it. When the ashes are immersed after death, the sound that will echo in the water would be Bharat Mata ki Jai. Chief Minister Shri Chouhan said that a powerful India is being built under the leadership of the eminent and visionary Prime Minister of the country, Shri Modi. This India is not the India of the year 1962. If an enemy looks at India with an evil eye, India will not lag behind in teaching him a lesson. Chief Minister Shri Chouhan said that the Madhya Pradesh government has shown a sense of respect for the sacrifices of the martyrs by deciding to provide a sum of Rs one crore to their families, government service to one member of the family and plot of land. Chief Minister Shri Chouhan said that Prime Minister Shri Modi has made the impossible possible, with amazing leadership. The country battled the challenge of Corona with courage under his able leadership, well-planned arrangements were made and the situation was effectively controlled.

Prevention from Corona under the able leadership of Prime Minister

Chief Minister Shri Chouhan said that India worked effectively in the prevention and cure of Corona, as a result of the appropriate and timely decisions under the able leadership of Prime Minister Shri Narendra Modi. Shri Modi is a man of ideas. Taking the difficult challenging times as an opportunity, the state is moving at a fast pace on the mantra of Atmanirbhar Bharat.

Effective control over Corona in the state

Chief Minister Shri Chouhan said that the government, with the help of the society, developed the I.I.T.T strategy of “Identify, Isolate, Test and Treat” and implemented it to tackle the disaster of Covid. During the lockdown in the state, uninterrupted supply of essential goods and services was ensured, while on the other hand medical supplies and other necessary equipment like-adequate availability of medicines, masks, gloves, PPE kits, oxygen cylinders, ventilators, testing laboratory and testing kits etc. were ensured. With the support of the government, production of many materials needed to treat Corona infection were initiated in Madhya Pradesh itself.

“AYUSH’ to increase immunity

“Jeevan Amrit” yojana was launched to increase immunity. Under this, Ayurvedic, Homeopathic and Unani Jeevan-Amrit medicines and disease-resistant Kadhas have been distributed to more than three crore 80 lakh persons so far.

“Kill Corona” and “Sahyog se Suraksha” campaign

In order to break the chain of Corona infection in the state, cent percent households were surveyed door-to-door under the “Kill Corona Campaign” from July 1 to July 31, 2020. In the second phase, extensive work was done for public awareness regarding the compulsion of social distancing and wearing of masks. From today we are starting a ‘Sahyog se Suraksha’ campaign with the basic mantra of five words – Promote - -which means promoting safety measures, Perpetuate –sticking to the changed behaviour,Propagate – condemning wrong and misleading information, Participate- obtaining public support in the prevention of Covid and Protect –protecting Corona infected persons from discrimination.

Take care, Beat Corona

Calling upon the people of the state, Chief Minister Shri Chouhan said that if we want to get freedom from the pandemic of Corona, then we must wear masks. We must keep a distance of at least 6 feet that is two yards, wash our hands with soap at regular intervals and increase our immunity through yoga pranayama, exercise, kadha etc.

Return of migrant workers to the state

Chief Minister Shri Chouhan said that the biggest challenge during Corona crisis was the management of the movement of migrant workers. During this time about 15 lakh workers and their families returned to the state and about 5 lakh workers passed the state while going to their states. Our aim was that no labourer should sleep hungry and no one would walk on the soil of Madhya Pradesh. The government and society together fulfilled this resolve.

Employment to unskilled and skilled workers

Chief Minister Shri Chouhan said that a great employment programme “Shram Siddhi Abhiyan” has been started to provide employment to the labourers of the state, through which about 61 lakh workers have been employed. Door-to-door survey was conducted with the objective of providing employment to migrant labourers near their place of residence and job cards of more than 14 lakh labourers were made. So far, more than Rs 2400 crore has been transferred to the accounts of workers as wages. The government has set a target of achieving more than 34 crore man days by increasing 66 percent in its pre-determined labour budget of 20 crore 50 lakh man days under MNREGA. Rozgar Setu Portal was started to provide employment to skilled workers and employers on one platform. So far about 39 thousand migrant workers have got employment according to their skills through the portal.

Urban and Rural Street Vendors Yojana

A huge campaign has been started to provide working capital to 35 types of small businessmen, barters and street vendors in urban areas of the state through the Prime Ministers Street Vendors Atmanirbhar Fund. Madhya Pradesh tops the list in the implementation of the scheme, with approval of more than 47 percent of the total approved cases in the country. A new initiative has been started in the form of Chief Minister’s Rural Street Vendors Loan Scheme to provide working capital of Rs. 10 thousand without interest to rural street vendors. Under this, about 8 lakh 50 thousand registrations have been done so far on Kamgar Setu portal.

Sambal Yojana ‘security cover’ of the poor

Madhya Pradesh is such a welfare state of the country, where the last person in the the last line has been provided with a security cover from birth to death through Sambal Yojana. During last four months, about Rs 268 crores have been approved to more than 25 thousand beneficiaries under various components of the scheme.

‘One Nation One Ration Card’ Scheme

The state government is committed to implement the ambitious scheme of ‘One Nation-One Ration Card’ effectively. A big campaign has been started to provide free foodgrain by issuing eligibility slips by August 31, 2020 to about 37 lakh eligible beneficiaries of 24 categories of the state who do not have eligibility slips under the National Food Security Act.

Record wheat procurement

The government started wheat procurement from April 15, which was a major challenge. We have become number one in the country in procurement through the cooperation of farmers. Leaving Punjab behind, more than 1 crore 29 lakh 42 thousand metric tonnes of wheat was procured from about 15 lakh 81 thousand farmers. Payment of more than Rs 24 thousand 800 crores was made to farmers on time.

Crop loan at zero percent interest

The scheme to provide crop loans to farmers at zero percent interest rate has been continued. Our government paid the crop insurance premium amount of Rs 2200 crore to the insurance companies for the year 2018-19, from which 16 lakh farmers received Rs 3100 crore for loss of crops. Premiums for the year 2019-20 will also be paid, as a result of which farmers will get more than Rs 4 thousand crore.

Amendment in Mandi Act

Amendments are made in the Mandi Act to provide the farmers with a fair price for their crops. It has given the facility to trade with a single license, establishment of mandis in private sector and purchase of agricultural produce directly from the farmers.

1000 new Krishak Utpadak Sanghs

At least 1000 new Krishak Utpadak Sangathans F.PO.s will be created in the state in the next three years and will be given capital grant, credit guarantee and training under the Atmanirbhar Madhya Pradesh campaign. A large number of food processing units will be set up in the state.

Full utilization of Narmada water

Narmada is the lifeline of Madhya Pradesh. A strategy is being chalked out to ensure utilisation of 18.25 MAF Narmada water allotted to Madhya Pradesh. Approvals for 8 new projects costing Rs 13 thousand 544 crore have been given for 2.85 million acres of additional water storage in Narmada kachar. Several irrigation projects have been approved by the state government, including the Samver Project.

Low interest loan to women S.H.G.s

Decision has been taken to provide loans at low interest to women self-help groups in the state for women empowerment. The Chief Minister announced that this year a loan of more than Rs 1300 crore will be provided at an interest rate of 4 percent.

Atmanirbhar Madhya Pradesh

Chief Minister Shri Chouhan said that while realising the concept of Atmanirbhar Madhya Pradesh, more than one crore 12 lakh masks, over one lakh 12 thousand P.P.E. kits, 96 thousand litres sanitizer and more than two lakh soaps were prepared and sold by more than 20 thousand self-help group members of the state during Covid-19 disaster.

Welfare of Scheduled Tribes

Chief Minister Shri Chouhan said that forest rights Pattas are being provided to every eligible Scheduled Tribe person in the state. Rejected claims are being re-examined throughout the state so that no eligible person is deprived of Patta. In order to free them from the trap of moneylenders, the government has decided that the Scheduled Tribes in scheduled areas will no longer have to repay the invalid loans given till August 15, 2020. Prices of various minor forest produce collected by tribals such as Harra, Baheda, Saalbeej, Mahua, Achar Guthli, Nagarmotha etc. were increased and procured. Payment of the total amount of last year’s bonus of Rs 580- crore along with the remuneration of tendu leaf collection was made. Nearly Rs 80 crores have been transferred to the accounts of more than 2 lakh 22 thousand women of the most backward tribes of the state including Sahariya, Baiga and Bharia tribes.

Freedom from illegal moneylender loans to the poor

Chief Minister Shri Shivraj Singh Chouhan announced that the loans given by moneylenders to the poor illegally against the rules and at higher rates of interest by August 15, 2020 will be zero, in all the areas. Necessary Act for this will be brought soon.

Backward class reservation

The government is putting forward its case before the honourable Court with full force regarding the increase in reservation for backward classes from 14 percent to 27 percent.

Free education to students

Chief Minister Shri Chouhan said that the government is implementing the Medhavi Vidyarthi Yojana and is arranging free education for all students. Scholarships worth more than Rs 513 crore have been provided to more than 55 lakh 73 thousand students belonging to Scheduled Castes, Scheduled Tribes, Backward Classes, Minorities and Denotified Nomadic and Semi-Nomadic Castes. Gyanodaya residential schools are being run in the state with the objective of providing good education to boys and girls belonging to the Scheduled Castes. Various scholarships are being given to the general poor students as per eligibility. The benefit of reservation facility applicable to the economically weaker section in the state is being provided.

Interim pension to social security beneficiaries

During the last five months, more than Rs. 14 hundred crores has been deposited in the accounts of more than 47 lakh 54 thousand beneficiaries under various types of social security pension schemes.

Relief in electricity bills

A huge relief has also been given in electricity bills in view of the adverse effect on the poor and weaker sections in Corona crisis. A provision was made to deposit Rs 50 on a bill of Rs 100, Rs 100 on the bill of Rs 100 and Rs 100 rupees on the bill of more than Rs 400. Industries have also been given relief of about Rs 1000 crores in electricity bills.

‘Hamara Ghar Hamara Vidyalaya’ Yojana

In order to maintain the academic continuity of the students during Corona crisis, the “Hamara Ghar Hamara Vidyalaya” scheme has been implemented so that the students can study at home. The state government has restarted the scheme of providing incentive amount of Rs 25 thousand for laptop to meritorious students of Class 12th of the Board of Secondary Education.

‘Ultra Mega Solar Project’ at Rewa

The honourable Prime Minister has inaugurated the 750 MW ‘Ultra Mega Solar Project’ at Rewa recently. It is one of the world’s largest solar power generating units. The state government will build the world’s largest ‘floating solar power plant’ of 600 MW at Omkareshwar at a cost of Rs 3000 crore.

‘Chambal Progress-Way’ and ‘Narmada Express-Way’

The Chambal Progress-Way will be developed in fast-track mode for the all round development of Chambal area. The Chambal Progress Way of 309 km length to be built at a cost of about Rs six thousand crores will connect the boundaries of Rajasthan and Uttar Pradesh via Sheopur, Morena and Bhind. New investment will be brought from identified areas connected to the Narmada Expressway of about 1300 km length going to Gujarat via Alirajpur via Amarkantak.

Promotion of “readymade garment’ sector

A large number of jobs are generated in readymade garment sector industries. In order to encourage capital investment in readymade garment sector, a change has been made in the industrial promotion policy. Now garment manufacturing units investing more than Rs 25 crores in equipment, plant and building will also be considered as mega industrial units.

Special provision for MSME sector

Special provisions have been made for the MSME sector under the Atmanirbhar Bharat Package, which includes approval of working capital loans to eligible industries, arrangement of subordinate loans to revive stressed MSMEs, interest grant and equity investment for infant category loans under Mudra Yojana.

‘Start your business in 30 days’

“Start Your Business in Thirty Days” will be started for easy establishment of new industries in the state. For this, the ‘Single Window Clearance System’ was made more effective. A ‘Pharma Park’ will be developed in the state under the Pharma Park scheme of the Government of India.

Changes in Labour laws

Significant changes have been made in various labour laws and the process of setting up industries and establishments has been simplified by the state government so that new employment opportunities can be created.

31 main minerals included in Minor minerals

The 31 main minerals have been included in the Minor minerals by the state government. A new policy will be made for this.

Global Skill Park

For skill training of youth, work of Global Skills Park in Bhopal and upgradation and re-building of 10 Divisional I.I.T.s is in progress under Skill Development Project.

Theme based Tourism Circuits

The theme based tourism Circuits Amarkantak Circuit, Ramayan Circuit, Teerthankar Circuit, Narmada Parikrama etc. and experience based tourism like Diamond Tour, Sraee making Tour will be promoted in the state. Beautification and development from Chitrakoot to Ram Van Gaman Path will be done. ‘Buffer Me Safar’ scheme will be launched in buffer areas of National Parks to boost tourism.

Single Citizen Database

‘Single Citizen Database’ of citizens will be prepared in Madhya Pradesh. With this, citizens will not require providing information repeatedly for different schemes and works; at the same time they need not get themselves registered on different various portals.

Land Records of rural populated areas

First time after the independence, our government has started to prepare land records of rural populated areas. Through this, the people of rural areas will be given ownership rights over their residential plots.

Zero Tolerance on Crimes against Girls

Chief Minister Shri Chouhan said that a policy of zero tolerance has been adopted against those who commit crimes against women and girls. Criminals are enemies of the whole of humanity and they will not be spared under any circumstances. Government has also started 'FIR-Aapke Dwar' scheme to help victims not to come to the police station to register an FIR.

Poor have first right on treasury

Chief Minister Shri Shivraj Singh Chouhan said that due to Corona crisis the revenue of the government has come down drastically and a lot of money has been spent on arrangements to tackle Covid-19, but there will be no shortage of budget for public welfare. The poor have the first right on the government treasury.

Ek Jila Ek Utpad Yojana

Chief Minister Shri Shivraj Singh Chouhan said that ‘Ek Jila Ek Pehchan’ Yojana has been launched for development of each district in the state. Under this, the major product and speciality of each district will be developed and its information disseminated globally.

Campaign for Government recruitment

Chief Minister Shri Shivraj Singh Chouhan informed that more and more opportunities of employment will be created in the state. For this, a campaign will be conducted for government recruitment; more jobs will be provided in private sectors also. Students will be employed on the basis of their 10th and 12th marks sheets only. Separate funds will be created to help the startups and incubation centers will be established.

Warning to Criminals, Mafias to leave state

Chief Minister Shri Chouhan said in stern words that Madhya Pradesh is an island of peace and will remain so. He warned various mafias, criminals, chit fund companies involved in cheating public, black marketers to leave the state. A campaign will be launched to take strict action against them.

50-Beded hospital for Police Personnel

Chief Minister Shri Shivraj Singh Chouhan announced that 50-beded fully equipped hospital will be built in Bhopal for treatment of our police personnel.

Government programmes will begin only with puja of girls

Chief Minister Shri Shivraj Singh Chouhan said that all government programmes will now begin necessarily with puja of girls in the state. Welfare of girls is our topmost priority. Under the Ladli Laxmi Yojana, more than 78 thousand e-certificates have been issued in the state. In the Pradhan Mantri Matra Vandana Yojana, an amount of over Rs. 84 crore has been deposited in the bank accounts of more than 5 lakh 9 thousand beneficiaries. Mukhya Mantri Kanya Vivah Yojan is also being run in the state.

Tap water to every house

Chief Minister Shri Chouhan said that under the Rashtriya Jal Jeevan Mission, a target has been set to provide pure potable water to every household in rural areas of the state through domestic tap connection. Work has been started in mission mode to fulfill the target of providing more than one crore tap connections in the next four years by the year 2023. For this year, schemes worth more than Rs. 3 thousand crore has been sanctioned by the government under the Mission, so that the goal of providing tap connections in more than 26 lakh households in rural areas can be achieved by the end of the year.

Knowledge, skill and value oriented education

Chief Minister Shri Shivraj Singh Chouhan said that new education policy will be implemented promptly in the state. Education which provides knowledge, skills and values will be ensured. A large number of well-equipped and qualitative 'CM Rise Schools' shall be started in the state and emphasis will be laid on vocational education and skill development from class 6th itself.

Roadmap of Atma-Nirbhar Madhya Pradesh

Chief Minister Shri Chouhan said that for preparing a roadmap of Atma-Nirbhar Madhya Pradesh, a draft incorporating suggestions received from the subject experts in the webinar held on subjects like physical infrastructure development, good governance, education, industry and employment has already been prepared. After holding discussions with the NITI Aayog, the roadmap will be finalized by this month end. Urging citizens of the state, he said that they can also give their invaluable suggestions on the portal www.mygov.in of the government for building Atma-Nirbhar Madhya Pradesh. The roadmap for the next three year will pave the way for creation of a prosperous, inclusive and Atma-Nirbhar Madhya Pradesh.
