NITI Aayog helps plan for Atmanirbhar Madhya Pradesh

On the initiative of the Chief Minister Shri Shivraj Singh Chouhan, the webinar on the subject ‘Good Governance’ was organized on Saturday in Bhopal to prepare a roadmap of Atma-Nirbhar Madhya Pradesh. In a transformational planning process for Good Governance, the Government of Madhya Pradesh along with NITI Aayog has adopted a collaborative and consultative processto plan its future. Drawing on experts from a variety of fields, as well as other key resources, a 3-year Action Plan is being prepared by the State, on four priority areas of Physical Infrastructure, Governance, Health andEducation, and Economy and Employment. Further, all this is being achieved despite the constraints of the Covid-19 pandemic, by the use of Information and Communication Technology.

From 7th to 11th August 2020, four webinars are being held on the four priority areas. The Additional Chief Secretaries of the departments viz. Home, Public Health, Labour and Narmada Valley Development of the state government are leading the webinars with the team of officials. Four groups are further divided into 18 sub-groups. The sub-groups comprises of representatives from the Central Government, NITI Aayog, NIPFP; premier academicinstitutions such as IIMs, IIT, ISB,NISG, SPA ; Public Policy Institutions such as Shyama Prasad Mukharjee Research Foundation, India Foundation, Rambhau Mahalgi Prabodhini, Kronstadt Indo-US- Washginton ICEPAC, representatives of International Institutions like- WHO, UNDP , World Bank, Consultancy firms such as – E & Y, PwC and the private sector, such as IBM and Tech Mahindra, L & T, CMR Infra , Welspun, Wipro , RIL , Adani Power, Grant Thorton to name a few. The Atal Bihari Vajpayee Institute of Good Governance and Policy Analysis (AIGGPA), Bhopal is playing a key coordination role, including providing facilitators for each sub-group.

After brainstorming in their respective focus areas, the sub-groups are preparing action plans during the event, which cover the current status, envisioned outcomes, strategies to achieve them, roles of different stakeholders, as well as proposed timelines. Measurable outcome indicators and KPIswill be proposed, along with short-term, medium-term and long-term targets. The plans will also outline the financial resources required to achieve the outcomes, including innovative funding mechanisms for raising financial resources to fund various development projects.

In the end, the sub-groups will make presentations before the Chief Minister Shri Chouhan, which serve as a foundation in strategizing state’s roadmap for the next 03 years for inclusive growth.

While the erstwhile Planning Commission also undertook State consultations in the planning process, the difference lies in the locus of ownership and participation, which in this case, the State Government is taking the lead. The State Government is driving the entire exercise, like identifying key resource persons for the sub-groups, holding pre-webinar consultations, preparing background note and presentations etc. In line with the entitlements defined by the Fourteenth Finance Commission, the entire planning process is de-centralized, building upon the expertise and familiarity with the ground conditions.

The next key feature of this exercise that must be highlighted is the use of technology to facilitate e-Governance. The Covid-19 pandemic has affected every part of Indian life, but through the use of video-conferencing, webinars, virtual break-out rooms, pre-webinar meetings and instant messaging, stakeholders from across the country are being brought together virtually to achieve a common goal.

Through direct engagement, NITI Aayog is fulfilling its mandate of Cooperative Federalism, complimenting the practical knowledge of the States with perspectives from diverse stakeholders at the cutting edge of the development. The process of conceptualizing and concretizing an action plan for the welfare of the people will help Madhya Pradesh achieves its goal of becoming Atmanirbhar.
