Once again the public’s Chief Minister rises to power

Shivraj Singh Chouhan government scores many centuries of success in 100 days

भोपाल : बुधवार, जुलाई 1, 2020, 21:22 IST

The Shivraj Singh Chouhan government has completed 100 days of its fourth term in Madhya Pradesh. An innings, that started off with very tough challenges. This series of challenges is longer this time. The government faced several dilemmas amid the alarming rise in the cases of Corona infection. Not only the common man, but even the government was facing the obstruction of financial management due to the two and a half month long lockdown and unlock restrictions. In such a situation, a big cause for concern before Shivraj soon after taking over the reins of the government, was how to provide relief to the affected sections while stopping the spread of Covid-19. Shivraj, who has been engaged for the thirteen years in transforming Madhya Pradesh into a prosperous state, believes in fighting the challenges face-to-face. Leading the government in a difficult period of Corona was a hard nut to crack. But the case here is of Nayak returns. Therefore Shivraj relied more on working rather than worrying.

The situation was even more troubling in terms of work because the priority was to connect a large number of government staff to more important processes, including surveys, awareness campaigns and collecting samples related to Corona. Half the staff was at home due to the lockdown. In such a situation, Shivraj’s strategy and administrative skills were at test. But Shivraj also has a record of running a government for consecutive 13 years and creating new scales of popularity with his pro-people policies. Under such circumstances, Shivraj has probably stopped differentiating between night and day in order to provide relief to the general public by making unlimited efforts with limited resources. It can be said that the policies and intentions of the government moved in the right direction. As a result, today Madhya Pradesh is fighting the right battle against Corona. Though the enemy is unknown, he had to face the victims. Here, in preference to any kind of Corona victim, the government considered it feasible and used its resources.

The 15-month old government before March 23, 2020 could not take Corona virus seriously, its own political confusion was bigger than this pandemic. The effect was that when Shivraj Singh Chouhan took charge, the Covid-19 situation had started to deteriorate. The previous government had discontinued many of the schemes implemented during the three tenures of the Shivraj Singh government, hence giving benefits and relief or their strong alternatives to the masses through these schemes had also become a major challenge. Under such circumstances, this can undoubtedly be called the century innings of an experienced Shivraj in terms of achievements. The most important thing is that the state government is successfully dealing with the Corona pandemic. The lowest growth rate and the highest recovery rate in the country can be called a big success for this government. Prior to this, the government has also been successful in the direction of strict adherence to the system of lockdown and investigation of Corona victims including keeping them under quarantine, making complete arrangements in government and private hospitals for their treatment and the mandatory use of masks and social distancing.

It is remarkable that the 15-month old previous government had been wailing since Day-1 over the state treasury. But when Shivraj took over, he did not utter a word that could break the morale of the people of the state. He maintained economic liquidity in the state by depositing the funds of various government schemes directly in the accounts of the people. Many activities related to unemployment and livelihood had been stalled in the lockdown. The government provided direct relief to every section in the society.

Thanks to the efforts of the government, an amount of Rs 24 thousand crore has been provided to 16 lakh farmers for wheat procurement. Along with this, Rs 2762 crore rupees were provided to about three lakh farmers by purchasing gram, mustard and lentils from them . The effect of these works has also been that the state has reached the first place in the country in the field of wheat procurement. The government took several prompt decisions in these three months in order to enable farmers to get good prices for their crops. Lakhs of people have benefitted from the Kisan Credit Card and Crop Insurance Scheme, implemented by the Shivraj government to help this section. The government has taken several steps towards improving the Mandi Act as well as giving loans to farmers.

The government took decisions in favour of every category. Priority was given the betterment of all sections be it students, labourers or women. Jeevan Shakti Yojana was introduced to make masks tio provide employment to women. Initiatives were taken to execute the scheme to provide loans to women self-help groups at low interest.

Lockdown and Covid-19 led to a rapid movement of labourers from one state to another. The Madhya Pradesh government made concrete arrangements to bring back the labourers of Madhya Pradesh staying in other states. Labourers were transported back to Madhya Pradesh and their homes by more than 150 trains free-of-cost. Being in the heart of the country, arrangements of medicine, food anf drinking water were made apart from transportation to the Madhya Pradesh border for labourers from neighboring states, especially Maharashtra to Uttar Pradesh, Bihar, Jharkhand in Madhya Pradesh. Chief Minister Shri Shivraj Singh Chouhan was so sensitive in this matter that the no labourer of any had to walk in Madhya Pradesh. He was of the opinion that ‘Hum sab Bharat Maa ke lal, phir bhedbhav ka kahan sawal’ (when all of us are the sons of the soil, where is the question of discrimination? The government worked with the spirit that the labourer of every state is our brother. New job cards were made in MNREGA, Shram Siddhi campaign was launched to provide employment to all the labourers who came to Madhya Pradesh. The historic Rozgar Setu Portal was developed to provide employment to skilled laborers by providing one platform to the industries and labourers. The Sambal Yojana was revived to provide assistance to the poor from birth to death. Prior arrangements of ration, social security pension were made to the people under the adverse circumstances of Corona. While students were given the opportunity to take the exam, system of promotions based on their assessment was made at the next level where appearing in exam was not possible.

These facts full of government figures prove that as Chief Minister, Shivraj has given priority to his policies which worked to strengthen the weaker sections of the society. Within a hundred days itself, Chief Minister Shivraj Singh Chouhan also took special care of the farmers of the state. Rs 2961 crore of crop insurance scheme was given to the farmers. Along with this, an amount of Rs 1500 crore was provided to the farmers of the state through Centre’s Pradhan Mantri Kisan Samman Yojana.

A strong administrative system is must for the success of works related to facilities of the general public. In view of this, the Shivraj Singh Chouhan government has decided to make maximum use of the integrated database technology in the administrative system. The Innovation Challenge Portal has been launched for improving the people related services. Huge steps were taken by the Shivraj Singh Chouhan government for curtailment of administrative expenses to ensure optimum utilization of government money for development. Investment is a very important fact in order to improve the economic condition of any state. With this in mind, the Shivraj government has taken many right steps to strengthen the Ease of Doing Business along with maintaining law and order. It can be said that the return of Shivraj to the changed political circumstances in this difficult period has given new strength to the people of Madhya Pradesh.
