Central government launches Gharib Kalyan Rozgar Abhiyan for six states including M.P.

PM Shri Modi addresses through video conference

Prime Minister Shri Narendra Modi e-launched ‘Gharib Kalyan Rozgar Abhiyan’ today through video conference, in order to give employment to migrant labourers in their home towns and native states. Under this campaign 125 days employment will be provided in 116 districts of Madhya Pradesh, Uttar Pradesh, Bihar, Rajasthan, Jharkhand and Odisha states. Those districts have been selected under the campaign, from where over 25 thousand labourers move to other states in search for the employment. At the e-launch of the campaign, the Chief Minister Shri Shivraj Singh Chouhan, Chief Secretary Shri Iqbal Singh Bains, Additional Chief Secretary Panchayats and Rural Development Shri Manoj Shrivastava, Principal Secretary to CM Shri Manish Rastogi and other officers were present at Mantralaya. The Chief Ministers and Ministers for Panchayats and Rural Development of the states concerned were also present in their respective states.

Prime Minister Shri Modi said that despite difficulties during the Covid-19 crisis, the migrant labourers after returning to their villages have contributed significantly in the development of their surrounding areas. Deliberating with some labourers, the Prime Minister said that they were accomplishing important works of this century. Till now, they were contributing in developing the cities, now they should develop their villages. Shri Modi said that he got the inspiration to start this campaign from a labourer, who is skilled in P.O.P. as well as interior decoration work and doing the same work after the return to his village in Uttar Pradesh. This labourer by displaying his skills in his village has done wonder during the lockdown period.

24 districts of M.P. included in campaign

Under the Gharib Kalyan Rozgar Abhiyan, the selected 24 districts of the state are as follows:- Balaghat, Jhabua, Tikamgarh, Chhatrapur, Rewa, Satna, Sagar, Panna, Bhind, Alirajpur, Betul, Khandwa, Shahdol, Dhar, Dindori, Katni, Chhindwara, Seoni, Mandla, Khargone, Shivpuri, Barwani, Sidhi and Singrauli.

Prime Minister said that 25 work areas have been selected under the Gharib Kalyan Rozgar Abhiyan, which will become instrumental in improving the lives of the villagers. These works include construction of community toilets, aaganbadi centers, wells, establishment of rural mandis, cattle sheds, panchayat bhavans, potable water management, plantation and road construction. The Prime Minister said that one nation one ration card, LPG facility under Ujjawala scheme, food grains supply to nearly 80 crore population and linking of Jan Dhan accounts with Aadhaar has resulted in benefiting the beneficiaries easily today in the adverse situation of Covid-19. Self-reliant farmers are must for Self-Reliant India, hence efforts have been made to ensure maximum price to the farmers of produce by linking them with the market.

Union Minister for Panchayati Raj, Rural Development, Agriculture and Farmers Welfare Shri Narendra Singh Tomar in his welcome address said that Prime Minister Shri Modi's address will inspire the villagers and laboures, present at the public service centers and panchayats of 116 districts of the country. The Prime Minister Shri Modi has worked to strengthen the economy of the country by announcing the package after the announcement of the lockdown. Its good results will emerge in the coming time. The strategy is being implemented with coordination of the states under the strong leadership of the Prime Minister Shri Modi. This is an important step to connect the migrant labourers with employment, he added.

Centre apprises of Madhya Pradesh’s efforts

On the occasion of the launch of Gharib Kalyan Rozgar Abhiyan, the Union Government was apprised of the works conducted in Madhya Pradesh for the welfare of migrant labourers. Under the Mukhya Mantri Pravasi Mazdoor Sahayta Yojana 2020, Rs. One thousand was transferred to the account of each migrant labourer of Madhya Pradesh, stranded outside the state during the lockdown for fulfilling immediate needs. Over 6 lakh migrant labourers were repatriated to the state by 150 special trains and buses at government expense. About 5 lakh 25 thousand migrant labourers of other states who reached the borders of Madhya Pradesh on foot and by any other means were ferried to the borders of other states by plying more than 20 thousand buses. Besides, conducting health checkup of migrant labourers after their return to their villages, proper arrangements of accommodation in quarantine centers, food, medical treatment were made. Under the MNREGA, more than 1.95 lakh works have already been started in about 22 thousand 537 Gram Panchayats for the employment of migrant labourers as well as villagers and at an average 25.14 lakh labourers are getting employment daily from these works from the month of April till date. So far a total amount of Rs. 1862 crore has been paid, out of which Rs. 1256 crore has been paid against the wages. Till now, more than 3.64 crore quintals of food grain have already been distributed among the migrant labourers. Packets of food grain (83 lakh food grain packets) were provided to total 1.88 lakh people. The Rozgar Setu Yojana is also being conducted to identify and register the migrant labourers to facilitate them with employment according to their skills and efficiency. Labourers and employers can contact directly with each other in connection to the employment through the Rozgar Setu Portal. So far, 13.09 lakh labourers and 14,750 labour provider agencies were registered on the portal. Around 3 thousand labourers have got jobs on the basis of their skills through this portal.
