CM Shri Chouhan addresses people of state

The Chief Minister Shri Shivraj Singh Chouhan has said that the visionary Prime Minister of India, Shri Narendra Modi is the only leader of the world, who has almost controlled the Corona crisis in the country. Our situation is better in handling the Corona crisis in comparison to the big nations which have failed in controlling the Corona crisis. We don't have to be afraid of Corona, don't have to get tired, we have to fight and win and with the support of you all we will defeat Corona soon.

Shri Chouhan further mentioned that we have to save our people’s lives, prevent infection and be concerned about the world. As per the guidelines of the Government of India, we have extended the lockdown till May 17 to defeat Cororna, but the structure of this lockdown will be different. The Chief Minister Shri Chouhan was addressing the people of the state through Doordarshan today.

Totally prohibited activities in every zone

Shri Chouhan has informed that the state has been divided into red, orange and green zones. The prohibited activities in all the zone include flight services, rail services, international bus services, movement from one state to another, opening of schools, colleges, coaching institutes, training centres (excluding online studies), cinema halls, shopping malls, gyms, swimming pools, sports complexes, amusement parks, theaters, bars, auditoriums, community buildings and similar other places. Except necessary hospitality services for health, police, government officials, health workers, and for people stranded in the lockdown, other hospitality services will remain prohibited. Similarly, social, political, sports r, literary, cultural, religious related programmes and other activities will also be banned. All religious places, places of worship will be closed. Citizens over 60 years of age, divyangs, pregnant women and children below 10 years of age will remain indoor and be allowed to step out of the houses in case of utmost important works and because of the health related issues. Like wise, the movement of people will be prohibited from evening 7.00 to morning 7.00 excluding essential services.

Activities outside the containment areas of Red zone

Shri Chouhan said that the activities to be conducted outside the containment of red zone include the movement of people for only those activities which are allowed, maximum three people in a four wheelers (one driver, two passengers), special economic zones, export units, industrial areas (with access control), essential commodity services and manufacturers, industries in which continuous production is essential, Information technology, hardware manufacturing units, jute industry, packaging units, construction work in urban areas involving only local labourers. Similarly, renewable energy projects, all construction activities in rural areas, shops selling essential goods, all kinds of shops in rural areas, e-commerce activities related to essential services, private offices (with 33 percent staff) and government Offices (with officers 100 percent officers and 33 percent staff ) will be able to function.

Activities outside the containment areas of Orange zone

Shri Chouhan has informed that the buses will not be operated outside the containment area of Orange zone and inside and out from the district. He said that in these areas, taxis and cabs carrying a maximum of three people (one driver and two passengers) for movement from one district to another will be allowed only for those activities which are allowed. All work related to agriculture in these areas, all kinds of shops, shops in residential complexes and shopping complexes (Except Malls), electric shops, single shops set up outside the market, city service buses (with half capacity) all kinds of industries, all construction work, MNERGA activities including all other activities will be allowed.

Activities in Green zone

The Chief Minister Shri Chouhan informed that all types of activities will be allowed to operate in the green zone except those activities which are prohibited in all the zones. Under this, all works will be permitted related to agriculture, all types of shops, shopping complexes (except malls) in residential complexes, clothing shops, electrical-electronics shops, single shops set up outside the market complex, auto service, city bus service, all types of industries in rural areas, all construction works, vehicle showrooms, equipment repair, vehicle servicing, MNREGA works, exported oriented units in special economic zones, industrial areas (With access control), manufacturers of essential commodities and services and industries that require continuity of production, information technology and hardware manufacturing units. Buses with 50 percent capacity will also be able to run in the green zone and bus depots will also be able to operate with 50 percent capacity.

Marriage and Funeral activities

The Chief Minister informed that the District Collector will be able to allow a maximum of 50 persons to participate in the marriage programme in the Green Zone. Local administration will also be able to allow a limited number of individuals to take part at the outer parts of the Red and Orange zones, depending on the situation. Twenty people will be allowed to attend the funeral.

Not physically present but emotionally connected with all

Shri Chouhan said that after the swearing in as the Chief Minister, he has been constantly battling the Corona pandemic. He further said that his mind is constantly thinks to visit the people but he is not able to do so due to the protocol of lockdown. But his soul is remained with people. We will definitely defeat Corona together with seven and half crore people of the state.

Greater number of people recovered than new infected

The Chief Minister said that there is constant improvement in the status of Corona in the state. Now people in large number are returning homes after recovery in comparison to new cases of Corona positive. Today, the three wings of the Armed Forces have greeted the Corona Warriors. ‘I wholeheartedly appreciate this service.

Be careful and alert

Chief Minister Shri Chouhan said that the Corona crisis has not been averted. This virus fights a guerrilla war and spreads rapidly. Little caution may prove fatal. Hence, total care and alertness is required. A little carelessness can turn a green zone into orange zone and then all the activities there will have to be discontinued. Therefore, we have to remain alert and change the red zone to orange and orange zone to green. This is possible only by working together with discipline and administration.

Hitbhuk, Mitbhuk aur Ritbhuk

Chief Minister Shri Chouhan informed that the vaccine of Corona has not yet been made. We have to learn to live with it. Lifestyle needs to be changed. Indian culture and traditions have to be adopted. We will have to maintain a distance of two yards, wear masks, do namaste from afar and wash hands frequently. Our sages have told that Hitbhuk, Mitbhuk and Ritbhuk means healthy food, small amounts of food and food according to season must be consumed. Also waking up early, exercising, practicing yoga and pranayam is must. Pranayama strengthens the lungs. We have to increase our immunity by using Ayurvedic kadha. The government is distributing free one crore packets of the kadha.

Amendment in Mandi Act

Chief Minister Shri Chouhan said that we have amended the Mandi Act to provide the farmers with maximum value of their produce. Madhya Pradesh is the first state in India to do this. Now farmers will be able to sell their crop to private traders etc from their home and from their field. Also, they will be able to sell their crops in mandis across the country through e-tendering,, where they get good prices.

37.5 lakh metric tonnes of wheat procured

Wheat procurement on support price is being done at a rapid pace in the state since April 15 in this time of Corona crisis. So far, we have procured 37.5 lakh metric tonnes of wheat from 7.5 lakh farmers. Procurement of gram and lentils has been started on support price. We have also provided crop insurance amount of Rs 2990 crore to the farmers of the state. An amount of Rs 1000 has been transferred to the accounts of construction workers.

Arrangement made to bring back labourers stuck outside state

Chief Minister Shri Chouhan informed that arrangements have been made to bring our labourers stranded in different states. So far 60 thousand labourers have been brought by buses. Now they will be brought by train for which 31 trains are being arranged. Government will pay for the railway expenses.

Ration to the poor

Chief Minister Shri Chouhan informed that the government has sent three months ration to the poor and now two months ration, which includes 5 kg wheat and rice and one kg of pulses is being sent. Arrangements have been made to provide ration free of cost to those who do not have ration cards.

Arrangement for bringing children

The Chief Minister said that we have made arrangements to bring children stuck in different places back home. But this work is not safe from the Red Zone. That is why the government is registering such children. We should not do anything in haste, they will be brought back home gradually and safely.

Employment activities in large scale

The Chief Minister said that we have started large-scale employment activities in infection-free areas. So far, 11 lakh 25 thousand labourers have been given the work of MNREGA. Along with this, forest produce collection, tendu leaves collection, bidi making, mask making and other construction activities have been started. Identified industrial activities have also been started except in the Red zone.

New industrial policy

The Chief Minister said that now we are preparing a new industrial policy for the state. It will have three major components. 1. Use of more and more workers, 2. Minimum energy consumption and 3. Complete conservation of nature. We will take full care of the environment. In this policy, emphasis will be on indigenous and self-dependence. We will set up small units which will manufacture goods according to the requirements of the state. Exercise is underway to change industrial policy.

Definition of Shreshta Karta

Chief Minister Shri Chouhan said that to overcome the Corona crisis, we shall have to adopt the definition of Shreshta Karta given in Shrimad Bhagvad Gita. According to this, we have to fight against the Corona war with Muktasang that is work for the welfare of all without selfish interests, non-egoist means work without ego, dhriti means work with patience and siddhi-asiddhi nirvikar means work with the same spirit whether the work is accomplished or not. We will definitely win.

Positivity must

The Chief Minister said that positivity is the most important to face Corona crisis. Citing an example of the story of a monk he said that three labourers were working in the construction of a temple, in which one worker was considering the work as a burden, the other was working under compulsion and the third considering it his good luck. We have to maintain the positivity of the third labourer.

Little Purva defeats Corona

Chief Minister Shri Chouhan said that when 8-year-old girl Purva Singh, resident of TT Nagar, became infected, she did not panic and she defeated Corona. I spoke to this child and congratulated her. The child's mother Dr. Vibha Purohit, father Dr. Saurabh Purohit, 2-year-old brother Veer and 5-year-old brother Arinjay also got infected, but no one panicked and returned home after defeating Corona.
