The Chief Minister Shri Shivraj Singh Chouhan presided over the first meeting of the Cabinet today. In view of the corona pandemic, it was decided in the meeting that an administrative committee will be formed in such urban bodies of the state, whose tenure had expired. Committee will have all those elected members of the committee, who were members of the erstwhile body and have not been otherwise (Nirharit) removed.

The committee will function for one year or till the election of that decision, whichever is earlier. The administrative committee will be chaired by the Mayor / Chairman of the concerned urban body. Regarding the rights and power of the chairperson and members of the administrative committee, a separate decision will be taken by the state government. The Cabinet was briefed on the decisions taken so far from March 23rd 2020 in the meeting.

Important decisions for poor, weaker section and labourers

A decision has been taken in the meeting to pay social security pension, widow pension, old age pension, homeless pension etc. in the state as an advance of two months. It was informed that under the social security pension schemes, two months pension amount of about Rs. 562 crore has been deposited in advance in the bank accounts of 46 lakh beneficiaries. Moreover, decision has been taken in the meeting to deposit initially assistance amount of Rs. One thousand and later an additional amount of Rs. one thousand in the accounts of 8 lakh 85 thousand workers registered under the Sannirman Karmkar Mandal.

A decision has been taken to use the fund available in the Administrative Head of Panch Parmeshwar Yojana in Gram Panchayats for food/shelter arrangement of people. Under this, an amount of over Rs. 70 crore has been released towards food and other arrangements for migrant labourers, homeless and destitute people.

Cabinet has decided to deposit Rs. One thousand in the bank accounts of the labourers of unorganized sector of Madhya Pradesh stranded in other states to fulfill their immediate needs. Provision of Rs. 2 crore and Rs. One crore has been made for arrangement of relief camps and other emergency arrangements respectively. A decision has also been taken to provide Rs. 1,000 per worker to 7000 migrant workers of 22 other states stranded due to lockdown in Madhya Pradesh for fulfilling their immediate needs.

Medical related important decision

A decision has been taken by the State Government to implement COVID Yoddha Kalyan Yojana in the state. An assistance amount of Rs. 50 lakh will be given to the family of officer/employees deployed in the drive against Corona, in case if they succumb to Corona infection while performing duty. This will benefit all those officers and employees, who are not eligible under the insurance policy of Government of India.

To tackle unusual circumstances of COVID-19, it has been decided that for the financial year 2020-21, the district collectors will be able to use MLA funds to purchase medical equipments like Corona Testing kits/PPE kits/Ventilators/Face Masks/Gloves/Infrared Thermometers etc.

An amount Rs. 500 crore is collected annually in the District Mineral Fund in 22 districts of the state. The state government has decided that one third of the total amount i.e. 30% can be used in these districts for control and prevention of corona infection - medicines, beds, ventilators, masks, sanitizers and other necessary works.

Instructions have been issued to spend 2.5 percent of the amount of 14th Finance Commission received by Gram Panchayats on purchase of sanitizers and masks. Senior officers of the Indian Administrative Service have been appointed as supervisors of the districts for regular monitoring and supervision and coordination in 26 Corona affected districts of the state.

Intensive efforts were made in the state by the government by deciding to increase the Corona testing capacity in the state. Due to which the number of recognized testing labs in the state has reached from 4 to 11 and the testing capacity has increased from about 200 tests per day to 1800 tests per day. In order to expedite the testing, samples are also being sent to Delhi by State Plane continuously.

In terms of logistics, the situation in the state is now satisfactory due to the war footing level efforts made in the state with quick decisions. At present PPE kits, N95 masks, 3 layer masks, hydroxy chloroquine tablets and oxygen cylinder etc. are available in sufficient quantity in the state.

Decisions in education

Decision was taken to deposit the amount of Mid-Day Meal Scheme in the account of 60 lakh 81 thousand students studying in government primary schools and 26 lakh 68 thousand students studying in government secondary schools of the state. An amount of about Rs 165 crores has been deposited in the accounts of these students and two lakh kitchens.

The last date for depositing fees in all schools and colleges of the state has been extended to April 30, 2020. Under the scholarship scheme, an amount of Rs 430 crores has been deposited in the accounts of students through Mission One Click. General promotion has been given to all the students from Class I to VIII this year. Vacation has been declared for all schools and colleges in the state up to the lockdown period.

Following closure of schools and colleges due to lockdown in the state, studies and teaching work is being conducted online in all schools and colleges so that studies are not affected in any situation.

Decision related to Public Distribution

Under the National Food Security Act, it has been decided to give one month's ration free of cost to eligible families. A maximum limit of 10,000 quintals for four major divisional headquarters, 7,500 quintals for the remaining 6 divisional headquarters and 2,000 quintals of foodgrain was sanctioned for all remaining districts. Under the public distribution system, it was decided to make advance supply of ration till May 2020 to all the beneficiaries in March 2020 itself. Under this, 7 lakh 71 thousand metric tonne of food grain have been provided to 1 crore 16 lakh families.

Decisions taken in the interest of farmers

Decision has been taken to extend the last date for payment of Kisan Credit Card to 30 April, 2020. In March, the government released Rs 2200 crore to the insurance companies to give benefit of crop insurance to the farmers. Soon, 15 lakh farmers of the state will get an insurance amount of Rs 2900 crore.

Decision has been taken to give loans to farmers at zero interest rate this year also. The last date for repayment of crop loan year 2018-19, which was given to farmers through Primary Agricultural Cooperative Credit Societies at zero percent interest rate, has been extended from 28 March to 31 May, 2020.

Decisions related to procurement

Rabi procurement work has been started in the state from April 15, 2020. Farmers have been given the facility to sell their crops in three ways. Last year, a total of 3511 procurement centres were being operated in the state, first from the procurement centre, second through the private procurement centres authorized by the Mandi and third at the village level through the Sauda Patrak to the registered trader in the Mandi. It has been decided to set up more than 4000 procurement centres this year. Arrangement of health examination has also been made at the procurement centres.

The work of tendup patta plucking is being started in the state from April 25 and the purchase rate of tendu patta has been fixed at Rs 2500 per standard bag this time. Similarly, rates have also been issued for purchasing minor forest produce like Harra, Baheda, Mahua etc.

Decision regarding power supply and distribution

It was decided to ensure 10 hours uninterrupted power supply in rural areas and 24 hours in urban areas. For domestic electricity consumers, the last date to pay electricity bills has been extended to 15 May. No late fee / surcharge will be payable on payment till this date. Similarly, agricultural consumers, whose bills were to be paid in April, will now be able to pay their bills by May 2020 without late fee / surcharge.

Decision regarding staff working for prevention of Corona infection

Decision has been taken to provide an insurance cover of Rs 50 lakh by the state government for all the personnel engaged in Corona control work of the state through the Mukhya Mantri Corona Yodhha Kalyan Yojana.

The state government has decided to give a special incentive of Rs 10,000 per month to the health workers working with Corona positive patients. Similarly, if the worker of any department becomes Covid positive while engaged in Corona control work, he will be given a lump sum of Rs. 10,000.

The state government has taken the decision to provide special incentive of Rs.10 thousand per month to all those doctors and health workers working in government hospitals, medical colleges and their affiliated hospitals, who are providing medical / care to Covid positive patients in Covid Hospital.

Following the death of Juni Indore station in charge Shri Devendra Chandravanshi due to Corona infection while on duty in Indore, it was decided by the state government that an amount of Rs 50 lakhs on behalf of the state government will be given to the family of Shri Chandravanshi, government job of Police Sub Inspector to Smt. Sushma Chandravanshi, wife of Shri Chandravanshi. Government job as a sub-inspector of police and pension will be given posthumously to Shri Chandravanshi’s family.

It has been decided to give Karmaveer Medal to policemen who have done excellent work in prevention of Corona infection and Karmaveer Samman to medical staff and other officers / employees who have done excellent work.

Other decisions

In view of Corona infection, the tenure of Panchayati Raj institutions in the state has been extended by one year. A state-level advisory committee has been formed to deal with situations arising from the Corona pandemic.

It was decided to ensure effective implementation of the Jan Kalyan (Sambal) Yojana for the welfare of the poor, scheduled castes and scheduled tribes in the state. The provisions of the scheme will be reconsidered and given a more comprehensive form soon. Sambal Yojana includes about 1.5 crore poor labourers of the state.
