The Chief Minister Shri Shivraj Singh Chouhan has demanded execution of death sentence of Afzal Guru who was found guilty in the attack on Parliament. Shri Chouhan said that it is unfortunate that we have so far spent Rs. 20 crore on the security of accused of Parliament attack Afzal Guru and even till now we are unable to take a final decision on the issue of execution of his death sentence. The Chief Minister observed that delay in awarding punishment to Afzal Guru and Kasab is reducing people’s faith in judicial procedure of the country, which is not a good omen for Indian democracy. Demanding the immediate closure of circulation of Rs.1000 and Rs. 500 notes in order to flush out the black money and eliminate the corruption, Shri Chouhan said that with this measure it would be difficult and impractical to print and transport currency notes of Rs. 100 and Rs. 50. Shri Chouhan was speaking at the Chief Ministers’ Conference on Internal Security at Vigyan Bhawan, here today. The Prime Minsiter, Dr. Manmohan Singh presided over the conference. The Union Home Minister, Shri P. Chidambaram; Union Defence Minister Shri A.K. Antony, Madhya Pradesh Home Minister Shri Umashankar Gupta, Chief Secretary Shri Avani Vaish and Director General of Police Shri S.K. Raut were present on the occasion.
Speaking further Shri Chouhan informed that the state police have done a commendable job in controlling the spread of Naxal violence in the state. Efforts have been made to relieve the common people from the menace of Naxal organizations, accelerating the pace of development works in the Naxal infested areas. He alleged that the Central Government has excluded Naxal affected districts of Mandla and Dindori from the reimbursement of expenditure pertaining to security, which is not justified and proper. The Chief Minister said that the Naxal organizations are spreading their base in the districts namely Dindori, Mandla, Anuppur, Shahdol, Sidhi and Singrauli adjoining the borders of Chhattisgarh and Uttar Pradesh. Hence, these districts should also be included in the reimbursement of the expenditure made on security. Shri Chouhan pointed out that there has been no progress in respect of the suggestions made by him in the earlier meetings.
Informing about the State Government’s measures to tackle terrorism, the Chief Minister Shri Chouhan said that the state is again passing the MOCACA Act 2010 in the coming Vidhan Sabha Budget session Amendment in the Act is done keeping Internal Security in mind. Information is being collected about the terrorists, house owners, security at public places and maintaining records of cyber café users etc.
The Chief Minister Shri Chouhan said that Anti Terrorist Force is being formed at police range level, Quick Reaction Teams have been made to deal in case of any eventuality. He urged the Government of India to train the police units at special training institutes. Seats should be reserved in the institutes. Officers in the state will be rewarded for their act of bravery.
The Chief Minister said that in the last three years, 3157 new posts of police personnel have been sanctioned and 1500 new posts have been created. The local police stations have been strengthened and community policing at local level has been encouraged.
The State Home Minister Shri Umashankar Gupta, Chief Secretary Shri Avani Vaish, DGP Shri S.K. Raut, Principal Secretary, Home, Shri Rajan Katoch and Resident Commissioner Shri Vimal Julka also attended the conference.
