Madhya
Pradesh which was known for its dilapidated and bumpy
roads four years ago, has now emerged as the
fastest-growing state of the country. After assuming power
four years ago, the present state government included road
constructions in one of its top priorities. That is why in
this short span of time Public Works Department has
constructed/improved 15857.89 km long roads in the state
with a cost of Rs 3910.65. It means that every day more
than 10 kilometre roads have been laid. The average mounts
to 22 km road per day if we add construction of roads
under other heads.
If
we compare this with the work of the earlier government
which ruled the state for 10 long years, we would be
surprised to know that during that period only 11011 km
road were laid. On the other hand, the present government
within three months of its assuming power constructed 1164
km roads. In the ensuing financial year 2004-05, the state
government laid/improved roads of the length of 5648 km.
In the years 2005-06 and 2006-07 3476 km and 4123 km roads
were constructed\improved. For the year 2007-08
construction/improvement of 3555 km roads was proposed out
of which 1446 km road have been laid till the month of
September this year.
The
state government has launched several schemes and to
complete more and more roads. PWD’s budget has also been
considerably increased and almost double funds have been
provided to the department from various sources. Rs
1981.36 crore allocation has been made for Public Works
Department in the budget for the year 2007-08 and
arrangement of additional RS 665 crore is being made from
other sources. For the next financial year 2008-09, Rs
2543 budgetary allocation is likely to be made for the
department. During this period 7900 km roads would be
constructed/improved.
During
the last four years, 2201 km national highways have been
laid. 1496.11 km roads were laid using Central Road Fund,
60.80 km roads under E&I Project and 300.81 km roads
were constructed under ACA Project. Under NABARD and Fast
Track Project 2777.32 km and 3296 km roads have been laid
respectively. From the department’s budget 823.03 km
roads were laid while 2164.77 km roads were constructed
using Kisan Sadak Nidhi. Rs 2409.89 crore was spent on the
construction of all these roads.
Madhya
Pradesh has emerged as the leading state which has
completed most works under public-private partnership
scheme. Even the government of India has praised the state
for works done with private investment.
The
department had 803 km roads constructed by MP Road
Development Corporation under ADB scheme, 724 km roads
under Bond\BTO and Central assistance and 1011 km roads by
HUDCO. During this period, the corporation has done the
work of 2538 km road with a cost of Rs 1500.76 crore.
During
the next one year, a target has been fixed to reconstruct
45 district headquarters roads to make them high quality
roads.
A
one-year special programme has been chalked out to improve
8818 km roads which were constructed earlier under various
schemes during the past regimes but now lie decrepit.
These include 600 km roads made from Central Road Fund, 30
km roads of inter-stage and commercial importance, 114 km
road from 12th
Finance Commission funds, 10 km roads in dacoit-infested
areas, 4500 km road under State Road Improvement Programme,
15 km state highways, 1000 km roads under ADB scheme, 150
km roads under BOT, HUDCO’s 450 km roads and 1902 roads
under Minimum Requirement Scheme.
In
the next two years six roads of BOT and 18 roads of ADB
schemes would be completed. In the second phase of ADB
scheme 21 more roads are proposed in the next two years.
The
total length of roads in the state is 73,313 km. These
include 4282 km national highways, 8729 km state highways,
11,572 km main district roads and 48,730 km rural roads.
In all, 705 km roads have been transferred to NHAI.
