Gokul Gram

      The state government is going to embark upon an ambitious Gokul Gram Yojana to transform the 51 thousand odd villages of Madhya Pradesh. The scheme would be launched from September , 25 , the birth anniversary of Pandit Deen Dayal Upadhyaya , from Chitrakoot. The scheme aims at providing better education , sanitation , health , drinking water , irrigation facilities besides preserving environment and ensuring efficient administration by putting to optimum use the locally available resources in the villages selected under the scheme.

      Selection of Gokul Gramm- Under the Gokul Gram Yojana five villages would be selected in each district depending on their specific conditions.. The number of villages may exceed if necessary. The villages would be selected by district collectors in consultation with the Minister -in-charge, Member of Parliament and the MLAs. The norms of selection would be set at district level but the basis of selection would be soci-economic condition of the villages. These villages would be a model and source of inspiration for development of other villages. 

      Education -In the Gokul Gram all the children in 5-14 years age group would be enrolled in schools. Bridge courses would be conducted for the non-school going and drop-out children. Regular attendance of enrolled children would be ensured. Paying special attention to girls education their parents would be motivated to educate their daughters. The Parent-Teacher Associations would be empowered and the mid-day meal programme would be implemented more effectively. It would be ensured that the result of V and VIII classes is cent percent and availability of teachers and classes in proportion to the strength of students would be ensured. The amount of grant provided by the education department wold be properly utilised for repair, renovation and whitewash of school buildings to make them more convenient and attractive. Safe drinking water and cleanliness would be provided in each school. Environment Clubs would be set up for plantation and post-plantation care in the schools. Neo-literates would be associated with rural libraries. The school education department would be coordinator of all these works and the departments of tribal welfare , forest and agriculture would assist it.

      Health-Better health care facilities and cent percent immunization would be provided in the Gokul Gram. Every individual in the village would be medically examined every three month and provided medical advice accordingly. The expectant mothers would be provided nutrition , immunization ,hygienic care and educated about necessary preparation before the delivery. They would also be educated about the importance of nutritious food to the new-born , cleanliness , care and various other aspects of health. Expectant and nursing mothers would be regularly examined and especially the expectant mothers would be examined for at least three times.

      The female multi purpose health worker would pay three visits to the concerning house in the first week of a delivery to ensure proper care of the new-born. The women with complications would be motivated for delivery at F.R.U. and total immunization would be provided to children of up to one year of age. Trained dais would be available for safe delivery and attendance of staff at sub health centres would be ensured. There would be arrangements for depot holders and family planning facilities in these villages. In order to ensure above facilities the public health department would be coordinator and the women and child welfare department would assist it.

      Water-Adequate supply of water for nistar , drinking and irrigation purposes would be ensured in Gokul Gram. New tanks , step wells, dug wells would be constructed and the existing ones renovated. Wherever necessary the piped water schemes would be improved and clean drinking water would be made available under Swajaldhara scheme as per requirement. Special attention would be paid in problem villages. Check dams , nullah bunding etc would be constructed for conservation of surface water and the existing wells would be re-charged for ground water conservation. Farmers would also be inspired to take up water conservation works. The public health engineering department would be coordinator and the departments of panchayat and rural development , water resources and agriculture would assist it.

      Cleanliness-In order to ensure proper cleanliness in Gokul Gram individual latrines would be constructed in every house and platforms would be constructed around the hand pumps and wells. There would be proper arrangements for outlet of water and U shape channels would be constructed for the purpose. There would be a total ban on use of polythene in the village. Measures would be take to check water flowing around residential houses and roads. There would be proper arrangements for garbage disposal and cleanliness in government community buildings. The public health engineering department would coordinate all these works and it would be assisted by the departments of panchayat and rural development and agriculture.

      Energy and Environment and Agricultre-In addition to ensuring availability of electricity the use of alternative sources of energy would be encouraged in Gokul Gram. Special attention would be paid to greenery. Use of smokeless chullhas would be promoted. Other works to be taken up include embankments on farms , horticulture activities in residential premises, government and community premises and on waste lands. Saplings of different varieties would be planted there. For assured agricultural production improved agricultural methods would be popularized and water preservation and conservation promoted. Proper irrigation arrangements would be made for small and marginal farmers and bio farming would be encouraged. Its coordination would be done by the departments of agriculture and energy and the forest department would assist it.

      Livestock-Proper arrangements would be made to improve the breeds of cows and for medical examination and treatment of livestock in Gokul Gram. Production and manufacturing of medicines based on Pancha Gavya would be promoted. Apart from implementing the animal cross breeding scheme availability of fodder and grass. Selected villages would be linked to the milk routes. The administration would be made more effective and transparent in Gokul Gram. Regular meetings of Gram Sabha and participation of people in them would be ensured. Special care would be given to proper functioning of Gram Sachivalayas and proper maintenance of land-records.The animal husbandry department would coordinate these works and the departments of agriculture, panchayat and rural development and the Madhya Pradesh Milk Cooperative Federation would assist it.

      Administration-There would be a time-frame for completion of different works in Gokul Gram for which separate action plans would be chalked out for each selected village. The action plan would set physical and financial targets and the arrangements to achieve them, implementation system , coordination and responsibilities of the concerning departments would be specified. Participation of people would be enlisted in the implementation of the various schemes. In areas where there is lack of budget allocation , the Members of Parliament and MLAs would be urged to provide funds from their discretionary quota. The panchayat and rural development department would be its coordinator and all other departments would assist it.

      Institutional Arrangements, Monitoring and Supervision-District collectors would be nodal officers for implementation of Gokul Gram scheme. The Chief Executive Officers of the zila panchayat would be the coordinator. There would be district level coordination committee and the collector would convene a meeting of the committee once in a month to review the progress. The collectors would apprise the Members of Parliament and MLAs of the progress of the scheme every three month. A team of block level officers of the coordinating departments for proper planning ,implementation, monitoring and supervision of the various schemes in the selected departments. The responsibilities of the different departments at village and panchayat level would fixed for this.
